James A. Mogen
Jim Mogen joined Rinke Noonan in 2005 and practices in the areas of land use, environmental, real estate and elections law, municipal and government representation, governmental relations.

Jim graduated, cum laude, from Hamline University with a degree in Environmental Studies. He received his law degree from William Mitchell College of Law.
Prior to joining Rinke Noonan, Jim served with the Office of the Minnesota Attorney General, representing the Departments of Transportation and Labor and Industry. He also served as staff with the Metropolitan Council, the Ramsey County Attorney's Office, and the Minnesota Senate. In solo practice, Jim represented individuals, non-profits, campaigns and small businesses, and lobbied at the State Capitol in St. Paul.
Jim is active in the bar association and has served on a number of community organizations and land use advisory committees. Jim is a regular advisor on issues relating to election law and voter rights.
